SETTLEMENT OFFICERS
BONNIE P. PERLOW, President, received her Masters of Education degree from Johns Hopkins University in 1975, prior to starting her career as an educator in the Baltimore City school system. In 1990, after a successful five years in the real estate title industry, Bonnie applied her experience to the founding of Residential Title & Escrow Company.
ANNE LOUISE PERLOW is Senior Executive Vice President and serves as the operations manager. Overseeing pre settlement, process sing, post settlement and post closing departments. She also serves on the human resources committee for the company. Anne Louis holds her title license within the state of Maryland. She is graduate of the University of Maryland, College Park and has been actively working in the title industry for 18 years. Anne Louis is married and has four children. In her spare time she has a passion for photography.
CINDY BARBER, Vice President, received her Bachelors degree from Towson University and brings 25 years of title experience to every Residential Title & Escrow closing. Her areas of expertise include both Baltimore and Harford Counties. Along with her duties as a settlement officer, she also co-manages our corporate offices.
HEIDI MURPHY, Vice President, has been with Residential Title since 1992. With over twenty-five years in the industry, she brings a wide array of knowledge and experience to the settlement table. Concentrating on Carroll, Howard and Frederick counties, Heidi handles many of our builder & commercial clients.
LINDA LEVINSON, Vice President, , has over twenty years of experience in the industry, including that of managing a local title company. One of our valued settlement officers, Linda joined Residential Title in 1998.
DAVID E. MILLER, Attorney, graduated from the University of Maryland at College Park with a B.A. in Government & Politics. After completing his undergraduate studies, he received his J.D. from the University of Maryland School of Law. David has been admitted to the bar in Maryland, Delaware, and West Virginia.
ANDY MILLER, Settlement Officer, graduated from the University of Vermont in 1982 with a Bachelor's degree in Sociology. He has worked with Residential Title since 2003. Originally from a sales background, Andy is today a valued asset to our company and is requested by many of our clients.
BUSINESS DEVELOPMENT
HOWARD PERLOW, Executive Vice President, graduated from the University of Maryland , cum laude, with a B.S. in Accounting, and afterwards earned his J.D. from the University of Baltimore School of Law. As a realtor in general brokerage prior to joining Residential Title, Howard has accumulated over two decades of practical experience in real estate to add to his specialized knowledge.
MORGAN C. GILLIGAN, Vice President & Director of Business Development started with Residential Title in 2002. Prior to working with the company Morgan has held business development positions for MBNA and Brinker Capital. Morgan is a graduate from Mt. St. Mary's University where he majored in Political Science and minored in Business. Morgan is an active member of ICSC, NAIOP, MNCBIA, HBAM, and FCBA. Morgan holds his title and real-estate licenses and participates annually in various charitable events.
MARKETING
JUDY BORNS, Vice President, Director of Marketing, is a graduate of the University of Dayton with a BS in elementary education. Judy oversees the marketing team's efforts and directs the Company's various marketing initiatives and special events in doing "Whatever It Takes." She served for 15 years as a marketing and sales executive with several leading homebuilders in the region, prior to joining Residential Title. Judy initially worked as an early childhood educator and as a reading specialist before relocating to Maryland in 1972 and beginning a new career in the Real Estate industry.
DALE BERNARDING, Account Executive, has spent the last 32 years in the real estate industry, including 21 years in new home sales, 6 years as a marketing representative, and 5 years as a realtor, during which time she was in the Woman's Council and the Million Dollar Club. Her current territory includes Frederick, Carroll, Howard, Harford, and Baltimore Counties, as well as Hanover and York , PA.
JACKIE NELSON, Account Executive, joined Residential Title & Escrow in 1999 coming from a lucrative career as a Real Estate Agent with Long & Foster. Jackie has spent much of her time learning the detailed inner-workings of the company, in order to provide the best possible service. She has established herself as one of the top marketers in the industry, and was selected as by the Greater Baltimore Board of REALTORS as its Affiliate of the Year in 2004.
ROBYN P. PERLOW is an Account Executive within our marketing department. She is responsible for overseeing numerous builder, bank and realtor accounts. Robyn graduated from McDaniel College in 2000 with a double major in Sociology and Criminal Justice. Prior to working for Residential Title & Escrow she spent four years with The Fountainhead Title Group and one year with Worldwide Title Group. She is native to Baltimore and is serves on the events committee for The Home Builders Association of Maryland. In her time away from the office she enjoys reading, art history and traveling.

ADRIANNE RHINE , Account Executive, joined Residential Title & Escrow in 2003 as a Harford County Account Executive. Previously, she enjoyed success as a local real estate agent and business woman. Adrianne co-owned and operated a popular tennis/health club and Grand Slam USA , a national indoor sports franchise. In 2001, Adrianne joined the Prudential Carruthers Real Estate Company, where she performed as one of the top sales agents in the Bel Air office, including membership in the exclusive Million Dollar Club.
