ANNE LOUISE PERLOW, Senior Vice President, serves as the operations manager, overseeing the pre-settlement, process signing, post settlement and post closing departments. She also serves on the human resources committee for the company. Anne Louise holds her title license within the State of Maryland. She attended the University of Maryland, College Park and has been working in the title industry for 18 years. Anne Louise is married and has four children. In her spare time she has a passion for photography.
HOWARD PERLOW, Executive Vice President, graduated from the University of Maryland, cum laude, with a B.S. in Accounting, and afterwards earned his J.D. from the University of Baltimore School of Law. As a realtor in general brokerage prior to joining Residential Title, Howard accumulated practical experience in real estate which further enhances his wealth of knowledge in the title industry. His highly specialized expertise in the processes surrounding title, allows him to be a valuable asset to many of the Baltimore region’s largest development companies. His unique ability to work out the most complex title problems Over the past 20 years at Residential Title & Escrow / Commercial Settlement Services he has been a driving force behind the company’s growth, success, and reputation as the area’s leader in commercial title work. Howard is involved with several professional organizations including Home Builders Association of Maryland, NAIOP, and ICSC. He currently sits on the Boards of Levindale Nursing Home and The Cancer Institute at St. Joseph Medical Center. Howard is presently the Co-President of the Shaarei Tfiloh Congregation. He is a previous member of the Beth Tfiloh School and Synagogue Boards. Howard is active in fundraising for Cancer Centers and several other organizations.
DAVID E. MILLER, Vice President, is an attorney licensed to practice law in the States of Maryland, Delaware and West Virginia. David joined Residential Title & Escrow / Commercial Settlement Services in 2004 after obtaining his B.A. from the University of Maryland at College Park and his J.D. from the University of Maryland School of Law. David serves as the Attorney of Record for Residential Title and provides support throughout all phases of the settlement process. He continues to conduct both residential and commercial closings in the Mid-Atlantic area. David also serves as the managing member of David E. Miller, LLC a boutique law firm specializing in title, real estate and small business matters. David is married and has twin daughters.
HEIDI MURPHY, Vice President, has been with Residential Title & Escrow since 1992. With over two decades of experience in the industry, she brings a wide array of knowledge and experience to the settlement table. Concentrating on Carroll, Howard and Frederick counties, Heidi handles many of our builder & commercial clients.
BETH BOOK, Senior Commercial Processor Beth has been in the title business for twenty five years. She has extensive knowledge of both commercial and residential aspects of the business. Beth had also managed a title company for several years prior to Residential Title & Escrow / Commercial Settlement Services. Today Beth is focused completely on commercial settlements and works directly with Howard Perlow. Beth is married and has a son.
ANDREW E. FINKELSTEIN, Vice President, Business Development, graduated from the University of Pennsylvania with a B.A. in Sociology. Prior to joining Residential Title & Escrow in 2011, Andrew spent 5 years as a commercial real estate broker at David S. Brown Enterprises, LTD headquartered in Owings Mills and a year with Sierra US; a retail focused brokerage firm headquartered in Chicago. Andrew’s relationships in the commercial real estate industry made him a natural fit for the Residential Title & Escrow / Commercial Settlement Services team. Andrew is a member of NAIOP, ICSC, ULI, and sits on the HBAM (Baltimore County) Board. Outside of the office, Andrew has held numerous leadership positions at The Associated, and has been an active Big Brother since 2005. He and his wife Debbie currently live in Pikesville.
